Can you see commonality between a tube light which gives light and lightning? Yes, electricity is what makes tube light give light and lightning to spark. 

A charge is that property of a matter which results in electricity. The charges can be stationary or in motion. When you rub comb with hair, it acquires electrons and thus becomes negatively charged and attracts paper pieces. This happens due to static electricity. The charges that are generated by rubbing are static.
